Find me one legislature that made a law for mail-in ballots. It was all the idea of election boards, SoS and governors.

And courts. SCOTUS seems ok if it's basically a body with the authority of law making.

Beside everybody could vote by mail in those states. There is no aggrieved party here thus no need for a remedy. Right or wrong, it would be pure voter suppression to deny those votes.
