They're really not in schools except for civil rights reasons. Which is their constitutional responsibility

I totally stand by my claim.

What was in your link that you think refutes that. You know that was a "news release"

Schools are locally controlled and funded. The feds provide about 8% for mainly spec ed and spec needs.
