There are no clear cut military targets in our wars anymore. We take out civilians all of the time. That is why we haven't and never will win these things. No matter how vicious our opponent is, they will always have a level of popular support due to our killing of innocent civilians.

The terrorists are not better. But your average peaceful Yousef has been convinced (partially by our actions) that our "civilians" are not innocent.
