Whatever you imagine "Common Core" to be is and never was mandated.
Never said it was but I can say our current dumb ass governor was a big proponent of the failure.
Educational standards are still around and were around under various names for a long time. Most Presidents and Governors dream them up.
Standards (or lack of) are not the problem with education.
Like all the problems in this country they can be traced back to the government and centralization.
I'm all ears for your solution. Or anybody's for that matter.
