It seems you got played once again.
Your article conveniently equated "eligible" voters with "registered" voters. They are far from the same thing.
The 66.2 percent represents "eligible" voters. Your statistical scholars applied that percentage to the amount of "registered" voters to get their 141.5 m they claimed should have voted. However the 66.2 percent should be applied to the amount of "eligible" voters which is around 239m. The product of that equation gets you closer the amount of people who actually voted.
