The point is, this can happen anywhere. You can't single out Texas unless you're trying to be an asshole. How often do hear of Texans driving onto half-frozen lakes and nearly drowning and need their submerged vehicle pulled out?
Accidents happen during treacherous weather conditions, even if you are familiar with those seasonal happenings.
