As you said, the Constitution does not mandate how states chooses their electors. Nor does it say that legislatures ( or applicable body) can circumvent state law.

Each State shall appoint, in such Manner as the Legislature thereof may direct,
States cannot change that constitutional requirement without a US constitutional amendment. Cheer for the Constitution, commie.

And they also make laws as to the criteria is to what an elector must consider. Still with me ? And in most states, The LEGISLATURE makes laws (signed by guv) that the election results in that state is a consideration used when appointing electors. As far as breaking laws. It is an issue, but that has been been litigated to hell to back.

Find me one legislature that made a law for mail-in ballots. It was all the idea of election boards, SoS and governors.
